This is a supplementary document. The National Commission on Labour appointed the Committee to Study the Working and Service Conditions of Sweepers and Scavengers in its attempt to understand the changes in conditions of different sectors of labour in the country since Independence. This was one of the series of Groups set up by the Commission to cover its terms of reference specifically in regard to an important category of labour. |
